Paper Abstract:      This work proposes a collaborative system of management and dissemination of traffic information. The system, called SiCIT, offer services to managers and users of urban roads about the flow of vehicles, the occupation of roads, traffic patterns and road conditions. The information managed by the system are based on the gathering of information from electronic monitoring devices, as well as the collaborative participation of citizens and partners appointed by the managers of traffic. Based on collected data, the system will provide different ways of viewing and summarizing the information (charts, diagrams, maps and texts) and services in the following platforms, Smart phones (iOS, Android, J2ME), Digital TV, Web and VMS (Variable Message Signs). This information will help managers in the management of transit routes and drivers to make better choices of routes and times of traffic, thereby improving the quality of traffic in the urban environment. In parallel, the system will also be a democratic channel of communication between citizens and public agencies involved with the use and management of urban roads.
